Retaining its top spot, IGNOU continues to lead the Open University space in India.
The Union Education Ministry today released the much-anticipated NIRF India Rankings 2025, offering a complete assessment of universities, colleges, and specialised institutions across the country. The rankings under the National Institutional Ranking Framework (NIRF) serve as a trusted benchmark for students, parents, and academic stakeholders, evaluating higher education institutions in India. Marking its 10th edition, the NIRF highlights the standards of teaching, learning, research, and innovation within the education sector.
This year’s rankings covered nine broad categories, including Overall, Universities, Colleges, Research Institutions, Innovation, State Public Universities, Open Universities, Skill Universities, and Sustainable Development Goals (SDGs).
Additionally, institutions were evaluated in eight subject-specific domains, including Engineering, Management, Pharmacy, Medical,
Architecture & Planning, Law, Dental, and Agriculture & Allied Sciences.
In this article, let’s check the Open Universities category, which evaluates institutions offering flexible, distance-based, and lifelong learning opportunities. Here’s a look at the top three open universities in India as per NIRF rankings 2025.
Indira Gandhi National Open University (IGNOU), New Delhi
Retaining its top spot, IGNOU continues to lead the Open University space in India. Founded in 1985, the Indira Gandhi National Open University is the first national open university in India. With its expansive reach, diverse programme offerings, and commitment to inclusive education, IGNOU remains the gold standard in open and distance learning. It offers hundreds of courses at the undergraduate and graduate levels at quite affordable and reasonable costs.
Some of the courses offered by IGNOU are Bachelor of Arts (BA), Master of Business Administration (MBA), Master of Computer Applications (MCA), Bachelor of Social Work (BSW), and Diploma in Creative Writing in English.
Karnataka State Open University, Mysore
Emerging as a strong contender in the open learning space, the Karnataka State Open University (KSOU) has secured the second rank. Known for its quality programmes and strong student engagement initiatives, KSOU continues to empower learners across Karnataka and beyond. Established in 1996, KSOU is a state public university offering 17 degrees and 77 courses in different streams in both distance and online modes.
UP Rajarshi Tandon Open University, Allahabad
Rounding off the list is UP Rajarshi Tandon Open University (UPRTOU), established in 1999. The university offers four distinct levels of courses, which include diploma, undergraduate, postgraduate, and doctoral. It offers around 20 degrees and 95 courses in the streams of sciences, computer application and IT, management and business administration, commerce, and many others.
It is worth noting that West Bengal’s Netaji Subhash Open University and Gujarat’s Dr Babasaheb Ambedkar Open University held the second and third positions in 2024.
