Planning to move beyond smart classes, the Delhi government is looking to develop teaching and learning content mapped to the curriculum of its schools and to implement a formative assessment model across all 1,086 state-run institutions.

The move signals a shift from deploying digital infrastructure to measuring actual learning outcomes across the system while offering both – in-class and at-home learning.

In an official document, seen by News18, the Directorate of Education (DOE) said it aims to develop “state-of-the-art infrastructure and modern teaching methodologies to provide equitable, high-quality, and future-ready education” to all students enrolled in Delhi Government Schools.

Explaining the need, the Department said that over the last several years, the DoE has undertaken transformative reforms focused on curriculum upgrades, teacher professional development, student well-being, and the meaningful integration of technology in classrooms.

“Smart Classrooms are part of that initiative by the DOE where in digital hardware are being provided to the Government Schools of NCT of Delhi. To enable the best use of technology, it is equally important to have modern digital content to empower students to learn without the technology and infrastructure barrier,” the document added.

The Department aims to build a centralised, data-driven learning system that will continuously track student performance, reshape assessments, and generate real-time insights across all government schools, raising both opportunities and data governance questions.

In an Expression of Interest (EoI), issued this month, the Education Department said that it wants to develop a blended learning model in its schools to give learners more freedom in the way that they learn and engage in their education.

“In order to enable a blended learning model, DOE wants development of curriculum-mapped hyper-interactive 3D simulation Teaching and Learning content (NCERT, Grade 6-12) and to implement a formative Assessment model across all the Government schools of NCT of Delhi, ensuring effective classroom usage by teachers; continuity of learning for students at home; and regular formative assessments in schools with actionable analytics,” it added.

The government said that the objective of the EoI is to explore the various content types, applications and innovations in the form of solutions, and tools available in the market and to explore prospective agencies for development of e-contents and learning applications.

What is unique?

The proposal stands out for its emphasis on an integrated, outcome-driven learning system rather than standalone digital content.

The government planned for curriculum-aligned digital content mapped to NCERT and Delhi Government syllabus for major subjects, including Math and Science. It aims for structured learning outcomes and competencies.

The content should comprise interactive 3D simulations aligned to every chapter and topic outcome and teacher lesson flow in both English and Hindi. It should support multi-device delivery and should be usable in low or no-connectivity contexts. The model should offer hands-on, touch-ready teaching experiences using simulations.

The government said 3D content is critical for optimum usage of the Interactive Flat Panel (IFP) devices being implemented across the Government Schools of Delhi.

IFPs are the large touchscreen digital display used in classrooms, essentially replacing traditional black or white boards.

The model must support both in-class and at-home learning. A part of this should support active learning pedagogy and should include teacher guides and facilitation notes. For at-home learning, solution to enable secure student access to the same mapped learning content outside school hours in mobile app as well as on web, as applicable. The solution should include learning pathways, practice, revision support, and progress visibility to the teacher/school.

The proposed system should also support an assessment engine enabling chapter-level formative tests mapped to learning outcomes and competencies, as outlined by the board and NCERT.

“The model should support flexible scheduling by teachers. It should capture performance at student, class, school, block, district and state levels. The model should include remediation suggestions linked to specific concepts and simulations,” the government added.

The platform will also offer an analytics and central dashboard to monitor content usage, teacher adoption, student learning progress, formative assessment outcomes and competency mastery trends.

This marks a shift from hardware-led smart classrooms to systems that measure learning outcomes in real time.

To ensure data safety, the government added that the service provider will have to commit to use student data only for academic delivery, progress tracking, and reporting under the project. They will have to comply with applicable Government of India and State cybersecurity and data protection directives; implement encryption, access controls, and security logging.

With the EoI invited, the next stage will be a Request for Proposal (RFP) that will cover details about tentative costs. The rollout is expected only after necessary clearances. However, the current proposal signals a shift towards a system that not only delivers digital content but also continuously measures learning outcomes.
