The government has clarified that until new fees for the next three years are finalised, schools will not be able to charge parents more than the fees applicable on April 1, 2025.

The Delhi government has issued a major order regarding the fee system for private schools. Under this order, all private schools in the capital will be required to form a school-level fee regulation committee within 10 days of the order’s issuance. Once the committee is formed, school management will be required to submit a complete list of proposed fees for the next three academic years—2026-27, 2027-28, and 2028-29—to the committee within 14 days.
The Fee Regulation Committee will examine the proposal submitted by the school and proceed with fee determination as per the procedures prescribed by law. The government has clarified that until new fees for the next three years are finalised, schools will not be able to charge parents more than the fees applicable on April 1, 2025. If any school charges more than the prescribed fees during this period, the excess amount will be adjusted against the fees later determined under the law.
The government order also covers cases of alleged overcharging by private schools during 2025-26. In case of violations, regulatory or administrative action may be taken against the school under the law. Final decisions on pending fee collection cases in the Delhi High Court or the Supreme Court will also be taken into account.
The government has also clarified that private schools that have already formed a fee regulation committee under the December 24, 2025, order will continue to have their committees valid. Such schools will not be required to re-constitute the committee.
A District Fee Appellate Committee (DFAC) will be established in each education district to resolve fee disputes. The Director of Education has been directed to form these committees within 30 days of the issuance of the order. Any parties who disagree with a fee-setting decision will be able to appeal to the DFAC.
According to the Education Department, the initial deadline for forming the fee committee was July 15th, but due to the Fee Regulation Act of 2025 coming into effect on December 10th, 2025, it was impossible to complete the process by that deadline. Now, the government has clarified the entire process and timeline under the Delhi School Education (Transparency in Fixation and Regulation of Fees) Act, 2025. The government added that the new system will increase transparency in fee determination, ensure accountability of schools, and prevent parents from being burdened by arbitrary fee hikes.
