Bilaspur News: A routine inspection at Bilaspur Central Jail in Chhattisgarh turned into a life-changing moment for a young girl after District Collector Sanjay Kumar Alang noticed her playing among women inmates and decided to find out why she was living inside the prison.
According to a report in The Better India, District Collector Sanjay Kumar Alang was conducting the annual inspection of the jail when he came across the child, whose identity has been withheld and is referred to as Khushi (name changed). Curious about her presence, he learnt that her mother had died of jaundice when she was just 15 days old, while her father had been serving a prison sentence for the past five years. With no relatives to care for her, the child had been living inside the jail.
Recalling the incident, District Collector Alang told The Better India that the little girl’s cheerful nature prompted him to ask about her circumstances. After learning her story, he asked Khushi what she wanted to do when she grew up. Her answer was simple: she wanted to study in a good school. Determined to help, he began exploring admission options soon after the inspection. According to the report, Jain International School came forward to sponsor her education and accommodation until Class 12, and her admission was subsequently completed. (Pic Credit: The Better India)
Law On Children In Prisons: As per prison norms, children born to or living with women inmates are permitted to stay with their mothers in prison until they turn six. In exceptional situations where a child has no mother and no other caregiver, authorities may allow the child to remain with the imprisoned father until the age of six. Bilaspur Central Jail’s jailer, Tigga, told The Better India that the prison currently houses several children living with their mothers. Once they turn six, they are generally handed over to relatives or shifted to government-run childcare facilities, while efforts are made to enrol them in schools. (Pic Credit: The Better India)
According to the report, Khushi’s admission had a ripple effect. Inspired by District Collector Alang’s initiative, several non-governmental organisations came forward to help other children living in the jail secure admissions to schools offering quality education and better facilities. The report noted that 17 children were living with their mothers at Bilaspur Central Jail at the time. While the debate over children living in prisons with incarcerated parents continues, District Collector Alang’s intervention highlighted how a routine administrative visit helped open new educational opportunities for a child whose circumstances were beyond her control.
