The Commission found that Germany had satisfactorily completed the 8 milestones and 19 targets set out in the Council Implementing Decision. These covered reforms and investments in the clean transition of transport and energy infrastructure, energy efficiency of housing, and the digitalisation of healthcare and public administration.
Innovation-related measures included support for an Important Project of Common European Interest (IPCEI) on renewable and low-carbon hydrogen to increase energy production capacity, and funding for hydrogen research projects aimed at overcoming economic and technological barriers linked to the development of the clean energy source, the Commission said in a press release.
The European Commission has positively assessed Germany’s fourth and final €6 billion (~$6.7 billion) payment request under the Recovery and Resilience Facility.
Germany has completed all reforms and investments in its €30.3 billion (~$34 billion) plan, including 8 milestones and 19 targets across transport, energy, housing, healthcare and administration.
EFC review is next.
Germany submitted the payment request on September 25, 2026. Its recovery and resilience plan, underpinned by €30.3 billion (~$34 billion) in grants, includes investment and reform measures supporting climate and digital transition objectives such as the digital modernisation of public administration, digitalisation of hospitals, energy efficiency renovation of buildings and support to electric cars.
The Commission has sent its preliminary assessment of Germany’s fulfilment of the milestones and targets required for the payment to the Council’s Economic and Financial Committee (EFC), which has four weeks to deliver its opinion. The payment can take place after the EFC’s opinion and the Commission’s later adoption of a payment decision.
The final payment will bring total RRF funds disbursed to Germany to the full plan amount, including €2.5 billion (~$2.8 billion) in pre-financing. The Commission said 100 per cent of the funding allocated to Germany under its recovery and resilience plan will be delivered once the Council has also greenlighted the payment request, with all 127 milestones and targets successfully fulfilled.
With the Facility due to close at the end of 2026, Member States had to implement all outstanding milestones and targets by August 31, 2026 and submit their last payment requests by the end of September 2026, according to the Commission.
