In Bihar, District Magistrate Sahila Heer has earned a reputation as a sharp, proactive, and efficient officer, widely recognised for her transformative work across departments. Before her current posting in Buxar, she served as the Director of Primary Education, where her initiatives brought transparency and accountability to the state’s education system.
During her tenure in the Education Department, Sahila Heer introduced a transparent system for teacher transfers, initiated long-pending promotion processes, and strengthened the complaint redressal mechanism. She also streamlined the mid-day meal programme, ensuring greater transparency and efficiency in its implementation. These reforms were praised across the state, and many have suggested her return to the education sector to continue her work.
Originally from Jalandhar, Punjab, Sahila Heer became an IAS officer in 2018 after clearing the civil services exam in her fourth attempt, securing an all-India rank of 572. She drew inspiration from Dr APJ Abdul Kalam and BR Ambedkar, focusing her efforts on women’s empowerment and youth development. She studied at MGN School in Jalandhar and later at the Thapar Institute in Patiala, preparing diligently for the civil services exam with 12-14 hours of daily study. Her father served as Deputy Chief Engineer at Punjab State Power Corporation Limited.
After joining the Bihar cadre, her first posting was as SDM in Narkatiaganj. She subsequently served in Saharsa and Purnia, handling key administrative responsibilities. Her husband, Nitin Kumar Singh, is also an IAS officer and currently posted in Kaimur district.
As the DM of Buxar, Sahila Heer oversees overall district administration, law and order, revenue management, and disaster response. She ensures effective implementation of central and state welfare schemes such as MNREGA, PM-Kisan, housing schemes, and pensions. She also manages election preparations, land records, and the public grievance redressal system.
Her work during the Samriddhi Yatra in Buxar has been widely noted, with locals praising her active involvement and hands-on approach. Known for her sharp decision-making and dedication, Sahila Heer continues to set a benchmark for efficient administration while maintaining a focus on transparency and public welfare.
