The state of Maharashtra unveiled a bold, new EV Policy 2025 designed to further accelerate demand for electric mobility, which has witnessed strong growth over the past few years. The State Cabinet gave the nod for the new EV policy, which is effective for a 5-year period and has an allocation of Rs 1,993 crore. This is a 114 percent increase compared to the Rs 930 crore outlay that was part of the previous 4-year policy, which ended on March 31, 2025.

10 percent off on private, four-wheeler EVs

As per the Maharashtra EV Policy 2025, there will be a 10 percent subsidy on private passenger EVs (four-wheelers), as well as on all-electric two- and three-wheelers, and select e-buses. Electric goods-carrying three- and four-wheelers, as well as tractors and farming equipment (combine harvesters) get 15 percent off on their base price. It should be noted that unlike the previous policy that clearly stated that the benefits would be capped at Rs 1.75 lakh for privately-owned four-wheeler EVs, this new policy does not mention an upper limit.

Road tax and registration fee exemption continues

As before, all EVs registered and sold in Maharashtra will continue to be exempted from motor vehicle tax and registration fees. Further, in an effort to promote zero-emission mobility in the state, the policy has made travel toll-free for all four-wheeler passenger EVs and buses on the Mumbai-Pune Expressway, Mumbai-Nagpur Samruddhi Mahamarg and the Mumbai Trans Harbour Link (Atal Setu). The policy also envisages the installation and availability of a charging station at every 25 kilometres on state and national highways. This is meant to help alleviate range anxiety issues for EV users.

Maharashtra ranks second in EV sales in FY25

17,133 electric passenger vehicles (up 21 percent) sold in Maharashtra in FY2025

Maharashtra is home to a number of EV players, with manufacturers like Tata Motors, Mahindra, Force Motors, Bajaj Auto, Kinetic Group and Piaggio having a manufacturing unit in the state. In FY2025, the state was ranked second overall on the all-India EV ownership scale with 2,46,221 units and a 12.52 percent share of India EV sales in FY2025. The state also has bragging rights for being No. 1 in e-two-wheelers, electric cars and SUVs, and also e-commercial vehicles.

Of the 11,49,641 e-two-wheelers sold in India in FY2025, Maharashtra with 2,11,880 units (up 15 percent) had the largest share of 18 percent. Likewise, in electric car sales, the state led the charge with 17,133 units (up 21 percent) and a 16 percent share of the 1,07,782 e-PVs sold. As mentioned above, Maharashtra is also No. 1 in e-buses with 2,104 units (up 24 percent), holding a 24 percent market share.

Vahan calendar year retail sales statistics for the past 10 years reveals that since CY2015, a total of 7,13,986 EVs have been sold in the state.
