Manufacturing enterprises and computing facilities will be selected if they have a low-carbon development foundation, clear objectives and roadmap, and commit to meeting construction targets within a specified timeframe.
The Ministry of Industry and Information Technology (MIIT) set out the programme in a recently issued circular and has also introduced a trial evaluation system with core requirements and guiding indicators for participating entities.
The framework is intended to guide operational upgrades through technological innovation, process decarbonisation, smart carbon management, carbon offsetting and transparent information disclosure, the MIIT said.
The initiative is not a one-time certification. MIIT said it will conduct random inspections and organise acceptance evaluations, with facilities that pass the assessment recognised as national-level zero-carbon factories.
China has set dual carbon goals of peaking carbon dioxide emissions before 2030 and achieving carbon neutrality before 2060.
