The Nandan Nilekani-led high-powered task force on examination reforms has consulted former ISRO chairman K Radhakrishnan, who headed the Centre’s earlier panel formed after the 2024 NEET-UG paper leak, officials said.

The task force, constituted in July 2026, is currently consulting stakeholders on ways to strengthen India’s examination system. It has also invited suggestions from students, parents, teachers, academic institutions, subject experts, industry bodies and examination-conducting agencies.

The Radhakrishnan-led High-Level Committee of Experts was constituted in June 2024 following the NEET-UG paper leak controversy. It submitted its report in October 2024 with 101 recommendations covering examination reforms, data security and the structure and functioning of the National Testing Agency (NTA).

The Centre subsequently constituted a High Powered Steering Committee, also headed by Radhakrishnan, to monitor the implementation of the recommendations.

The new task force is reviewing the earlier recommendations as it works on the next phase of examination reforms. The Supreme Court has also sought an update from the Centre on the implementation of the Radhakrishnan committee’s recommendations as well as the work of the new Nilekani-led task force.

“The High-Powered Task Force (HPTF) was set up under the chairmanship of Nandan Nilekani, former chairman, UIDAI, to study and recommend comprehensive reforms in the examinations conducted by the National Testing Agency (NTA). The HPTF is reviewing the exam processes and will recommend reforms to make the examination system robust, secure, transparent, trustworthy and future-ready,” a senior official told PTI.

“The committee’s recommendations will be anchored in the utilisation and leveraging of the latest technologies. The task force has held comprehensive discussions with various stakeholders, including DG NTA and the Department of Higher Education. The HPTF has also consulted with K Radhakrishnan, the chairman of the HPSC,” the official added.

The government’s stated objective includes addressing evolving cybersecurity and technology-enabled threats to examinations.

The Radhakrishnan panel had recommended a comprehensive overhaul of the NTA, with measures covering question-paper security, candidate registration, fee payment, admit cards, computer-based testing, OMR processing, normalisation and results.

The earlier panel had also recommended restricting the NTA’s role primarily to higher education entrance examinations and strengthening its governance, security and digital infrastructure.

The seven-member Nilekani-led task force includes former ISRO chairman S Somanath, former Intelligence Bureau director Tapan Deka, IIT Madras Director V Kamakoti, former Education Secretary Anita Karwal and logistics expert Amrit Lal Meena.
